The HRMS proposed scope is intended to provide a framework for a sustainable HRM system that organisations can use to attract, develop, and deploy human capital in an efficient and effective manner. The key requirements will address attracting, developing, and deploying human capital, as well as better worker treatment, improved organisational results, and support for broader societal goals. The ISO 30400 terminology and the MSS Harmonized Structure will be used.

This proposed Type A MSS is based on the following UN Sustainable Development Goals (SDGs): SDG 3: Good health and well-being; SDG 4: Good Education; SDG 5: Gender Equality; SDG 8: Decent work and economic growth; SDG 9: Industry, innovation, and infrastructure; and SDG 10: Reduced Inequalities. This document applies to organisations of all sizes, stages of development, and sectors, whether public or private, for profit or not for profit. This MSS is designed to assist organisations in aligning their human resource management system in order to effectively implement the organization's strategic goals.
