ISO 29994: Quality Standards for Training Providers
ISO 29994 is specifically designed to address the quality of non-formal education and training services offered by institutions operating outside traditional educational settings. This standard is not limited to distance learning but applies broadly to non-formal training services, including in-person, blended, and remote learning formats. It ensures that training services meet established quality criteria, focusing on transparency, consistency, and learner engagement in various training formats.
WHAT IS QUALITY MANAGEMENT FOR TRAINING SERVICES?
ISO 29994 outlines requirements for non-formal training services provided outside formal education, covering diverse types of lifelong learning, such as vocational training, corporate training (either outsourced or in-house), language training, and skill-based programs. The standard applies to both distance and on-site learning services, ensuring a consistent quality framework that benefits both learners and sponsors who purchase these services on behalf of learners.
A hallmark of these services is their structured approach, with defined learning objectives, assessments, and interactive components for learners. ISO 29994 applies to learning services offered by training providers, whether in traditional classroom settings, online, or a combination of both.
ISO 29994 is not intended for schools, colleges, or universities offering formal education degrees but focuses on the quality of services provided in non-formal training.
ISO 29994 aims to improve transparency and credibility of all non-formal training services, protect consumers by discouraging unfair practices, and enhance the quality of training experiences for all stakeholders involved. Its structure reflects typical learning experiences in non-formal settings, ensuring consistent delivery of both in-person and distance learning. Providers can also adopt ISO 29993 alongside ISO 29994 to align all training services with international standards.
Key Definitions in Non-Formal Learning Services:
1. Non-Formal Learning Services: A set of structured learning activities conducted in various settings (in-person, online, or hybrid) designed to facilitate skills acquisition without formal degree requirements. Examples include vocational training, language courses, digital learning, and corporate workshops.
2. Learning Service Provider: An organization or individual providing non-formal learning services, including associated entities involved in delivering these services.
3. Curriculum: A structured course of study developed by the provider, detailing objectives, content, learning outcomes, teaching methods, time allocation, and assessment processes.
4. Pre-Service Evaluation: Before delivering training, trained staff and necessary tools should assess learners' needs within the service scope. If learning occurs via a technology interface, providers must evaluate the learner’s tech environment, including available tools, materials, and technical literacy.
